Lineamientos de la actuación policial desde la perspectiva de los funcionarios durante la pandemia del COVID – 19 en el estado Yaracuy

Abstract

La presente investigación tiene como objetivo principal, puntualizar los lineamientos de la actuación policial desde la perspectiva de los funcionarios durante la pandemia del COVID – 19 en el estado Yaracuy., La misma se fundamentó en la Teoría de la acción comunicativa de Jurgen Habermas (1981), Teoría de las emociones Daniel Goleman (1996) y la Teoría culturológica de Edgar Morín (1960). Para ello fue necesario realizar una revisión bibliográfica, que permitió identificar los fundamentos teóricos de la investigación, así mismo, este estudio dio lugar a la descripción del impacto de la actuación de estos organismos de seguridad, ejecutada desde el ordenamiento jurídico de la Constitución de la República Bolivariana de Venezuela de 1999, en el marco del artículo 55, que estable el deber que tiene el Estado venezolano de garantizar a todos los ciudadanos y ciudadanas, el pleno derecho a la protección integral. La estructuración metodológica transitó los caminos de la investigación cualitativa bajo el método fenomenológico, siguiendo el diseño propuesto por Herbert Spiegelberg (1982), donde el universo de estudio estuvo conformado por los policías de la Comandancia General del Estado Yaracuy. Para la recolección de la información, se aplicó la técnica de la entrevista en profundidad y para la interpretación, se utilizó el modelo de interpretación hermenéutica propuesto por Moreno (2013); que permitió develar que la actuación es un aprendizaje que viene de la familia, pero que en la institución y universidad se reafirma; donde la Policía Estadal ha tenido un rol esencial para hacer cumplir el aislamiento; a la vez de continuar sus tareas de lucha contra el crimen

The main objective of this research is to clarify the guidelines for police action from the perspective of officials during the COVID-19 pandemic in the state of Yaracuy. It was based on the Theory of Communicative Action by Jurgen Habermas (1981), Daniel Goleman’s theory of emotions (1996) and Edgar Morín’s culturological theory (1960). For this, it was necessary to carry out a bibliographic review, which allowed us to identify the theoretical foundations of the research. Likewise, this study gave rise to the description of the impact of the actions of these security agencies, executed from the legal system of the Constitution of the Bolivarian Republic of Venezuela of 1999, within the framework of article 55, which establishes the duty of the Venezuelan State to guarantee all citizens the full right to comprehensive protection. The methodological structuring followed the paths of qualitative research under the phenomenological method, following the design proposed by Herbert Spiegelberg (1982), where the study universe was made up of the police officers of the General Command of the Yaracuy State. To collect the information, the in-depth interview technique was applied and for interpretation, the hermeneutic interpretation model proposed by Moreno (2013) was used; that allowed us to reveal that acting is a learning that comes from the family, but that is reaffirmed in the institution and university; where the State Police have had an essential role in enforcing isolation; while continuing their crime-fighting tasks.
