Este libro presenta una reflexión crítica del gobierno de Eleazar López Contreras entre 1936 y 1941, destacando el contraste entre el idealismo del Plan de Febrero y la realidad ejecutiva. Ofrece una fuente primaria clave para el análisis historiográfico, mostrando cómo se formularon y aplicaron las reformas en un contexto de transición post-gomecista. A pesar de no cumplir todas sus promesas iniciales, su gestión impulsó avances en educación, salud y legislación laboral, sentando bases para la modernización del Estado venezolano.
