Políticas públicas ante la revolución de la inteligencia artificial en Colombia

Abstract

Durante la última década se ha evidenciado un aumento significativo en la aplicación de la inteligencia artificial. Este trabajo tiene como objetivo explorar las políticas públicas relacionadas con la inteligencia artificial en Colombia. Esta investigación adopta un enfoque cualitativo, descriptivo y documental. Los hallazgos revelan: 1) El Estado es el actor responsable en la promoción, regulación y supervisión de la Inteligencia artificial; 2) Avances en la formulación de un marco ético y en proyectos de ley orientados a establecer regulaciones para la inteligencia artificial, con el fin de promover valores y garantizar la transparencia, desarrollo y aplicación de esta tecnología; 3) Las iniciativas legislativas buscan garantizar que inteligencia artificial sea utilizada de forma ética y responsable en beneficio de las necesidades de la sociedad. Se concluye que los avances en materia de políticas públicas en inteligencia artificial representan un paso significativo hacia la creación de cursos para la acción que promuevan un uso responsable y ético de esta tecnología emergente.

During the last decade there has been a significant increase in the application of artificial intelligence. The objective of this paper is to explore public policies related to artificial intelligence in Colombia. This research adopts a qualitative, descriptive and documentary approach. The findings reveal: 1) The State is the responsible actor in the promotion, regulation and supervision of artificial intelligence; 2) Advances in the formulation of an ethical framework and bills aimed at establishing regulations for artificial intelligence, in order to promote values and guarantee the transparency, development and application of this technology; 3) Legislative initiatives seek to ensure that artificial intelligence is used in an ethical and responsible manner for the benefit of the needs of society. It is concluded that the advances in public policies on artificial intelligence represent a significant step towards the creation of courses of action that promote a responsible and ethical use of this emerging technology.
