Democracia digital y gobierno de la inteligencia artificial: Problemáticas sociales

Abstract

La digitalización de la democracia significa que más personas tienen la oportunidad de interactuar con las instituciones y órganos del poder público por medio de las tecnologías de la información y comunicación en un proceso que, aparentemente, facilita el ejercicio de la ciudadana y el goce y disfrute de las libertades civiles. En este contexto, no es raro pensar que la inteligencia artificial se integrará activamente en los aparatos de toma de decisiones de las democracias contemporáneas. Por lo tanto, el objetivo de la investigación es describir los problemas sociales de la democracia digital y del uso de las IA en el gobierno. La investigación se sirvió del método filosófico de tipo mayéutico y de la técnica de investigación documental, con el acopio de fuentes de naturaleza científica. Se concluye que existen tres posibilidades en lo concerniente a la democracia digital y IA: primero, un escenario constructivo donde estas tecnologías signifiquen un avance para la democracia en el mundo; segundo, un escenario de optimismo moderado, que identifica los aspectos positivos y negativos de estas experiencias y; tercero, un escenario crítico, que percibe como negativo para la democracia la integración de la IA a la vida política de la sociedad

The digitalization of democracy means that more people have the opportunity to interact with the institutions and organs of public power by means of information and communication technologies in a process that, apparently, facilitates the exercise of citizenship and the enjoyment of civil liberties. In this context, it is not unusual to think that artificial intelligence will be actively integrated into the decision-making apparatus of contemporary democracies. Therefore, the aim of the research is to describe the social problems of digital democracy and the use of AI in government. The research made use of the philosophical method of the maieutic type and the documentary research technique, with the collection of sources of a scientific nature. It is concluded that there are three possibilities concerning digital democracy and AI: first, a constructive scenario where these technologies mean progress for democracy in the world; second, a scenario of moderate optimism, which identifies the positive and negative aspects of these experiences; and third, acritical scenario, which sees the integration of AI into the political life of society as negative for democracy
