ANÁLISIS DE LOS MODELOS DE TRASFERENCIA TECNOLÓGICA DESDE LA DIVERSIDAD DE LA INFORMACIÓN DIGITAL

Abstract

El artículo informa sobre el estado de los Modelos y sistemas de Transferencia de tecnología correspondiente a varios países latinoamericanos. Se utiliza el método analítico - sintético teniendo en cuenta el análisis de información cualitativa y la información cuantitativa se precisa referente al número de documentos específicos de acceso digital. El modelo latinoamericano de trasferencia de tecnología evidencia la necesidad de establecer los proyectos y las oficinas con la mencionada finalidad a lo cual se agrega una vigilancia de los resultados transferidos. Se confirmó la necesidad de que las Instituciones de Educación Superior cuenten con observatorios de vigilancia tecnológica para evaluar los cambios, tendencias y posibles trasformaciones en los Modelos y sistemas de transferencia de tecnologías. Apoyado en estos resultados se concluye, que es preciso para los países Latinoamericanos desarrollar ajustes en los nuevos modelos de transferencia de tecnologías, lo cual podría iniciarse por cambios en el sistema de relaciones entre los elementos claves la Universidad las oficinas de transferencia de tecnologías e innovar en estas relaciones entre la Universidad y empresa, al colocar las oficinas de transferencia de tecnologías como un ente articulador que asegure un proceso de retroalimentación y activación del sector productivo en los parques tecnológicos e incubadoras de empresas.

The article reports on the status of Technology Transfer Models and systems for various Latin American countries. The analytical-synthetic method is used, taking into account the analysis of qualitative information and the quantitative information is required regarding the number of specific digital access documents. The Latin American model of technology transfer shows the need to establish projects and offices for the aforementioned purpose, to which is added a monitoring of the transferred results. The need for Higher Education Institutions to have technological surveillance observatories to evaluate changes, trends and possible transformations in models and technology transfer systems was confirmed. Based on these results, it is concluded that it is necessary for Latin American countries to develop adjustments in the new models of technology transfer, which could be initiated by changes in the system of relationships between the key elements, the University, the technology transfer offices and innovate in these relations between the University and the company, by placing the technology transfer offices as an articulating entity that ensures a process of feedback and activation of the productive sector in technology parks and business incubators.
