ANÁLISIS DE LA PARTICIACION SOCIAL PARA LA PROTECCION DEL DERECHO A UNA VIDA LIBRE DE VIOLENCIA DE NIÑOS, NIÑAS Y ADOLESCENTES Gómez Escorcha, Jesús Antonio; Aguilar López, Karen Estefanía; Pazmiño Sandoval, Christian Paul El trabajo tuvo por objetivo principal analizar la participación social para la protección del derecho a una vida libre de violencia de niños, niñas y adolescente en instituciones educativas ubicadas en la parroquia “San Juan de Iluman”. Se empleó la investigación documental-bibliográfica de leyes, normativas, convenios internacionales que explican a profundidad la participación social como mecanismo de intervención, que puede ser utilizado por los ciudadanos de la parroquia para tomar decisiones, garantizando la protección al derecho a una vida libre de violencia en menores de edad. Los hallazgos encontrados indicaron casos relacionados con el maltrato infantil, explotación y abuso sexual como delitos tipificados en la ley, se constató en los padres y representantes el temor, el miedo al momento de realizar las denuncias pertinentes. La necesidad de valorar la participación en la comunidad para prevenir este tipo de delitos en el presente y el futuro. La vida libre de violencia es un derecho universal consagrado tanto en los derechos humanos como en la Constitución de la República Ecuatoriana: los niños, niñas y adolescentes son considerados como el futuro de una sociedad, por ello es propicio desarrollar un ambiente de seguridad que contribuya con su desarrollo integral y educativo.; The main objective of the work was to analyze social participation for the protection of the right to a life free of violence of children and adolescents in educational institutions located in the parish of "San Juan de Iluman". The documentary-bibliographic research based on texts was used; laws, regulations, international agreements that explain social participation in depth as an intervention mechanism that can be used by parish citizens to make decisions, guaranteeing the protection of the right to a life free of violence in minors. The findings found indicated cases related to child abuse, exploitation and sexual abuse as crimes defined in the law, it was found in the parents representatives fear, fear at the time of making the relevant complaint. The need to value participation in the community to prevent this type of crime in the present and in the future. The right to life free of violence is a universal right enshrined in human rights as in the Constitution of the Ecuadorian Republic, children and adolescents are considered as the future of a society, therefore it is conducive to develop a security environment that Contribute to the integral and educational development. GESTIÓN DEL AGUA PARA REGADIO, BASE DE LA AGRICULTURA SUSTENTABLE EN LOS ANDES VENEZOLANOS Mendoza Escalante, Pablo Ricardo Esta publicación científica, presenta los resultados de la investigación realizada en cuanto al estudio y análisis de la gestión del agua con fines de regadío, como política pública agroalimentaria, aplicada en los Andes venezolanos entre los años 2015-2017,ubicando para ello, la base legal que determina la competencia en el área agroalimentaria, dentro de la administración pública agraria venezolana y compilando indicadores de gestión de los distintos sistemas de riego que existen en las zonas productoras del Estado Mérida, y su influencia en sus logros productivos alimentarios en equilibrio con el entorno.; This scientific publication presents the results of the research carried out in relation to the study and analysis of water management for irrigation purposes, as a public agro-food policy carried out by Merida producers between 2015-2017, placing the legal basis for this that determines the competence in this area, within the Venezuelan agrarian public administration and compiling the management indicators of the different irrigation systems existing in the production areas of the State of Mérida, determining compliance with its productive achievements.

LA RECOLECCIÓN DE DESECHOS SÓLIDOS. LOS ERRORES EN LA GESTIÓN PÚBLICA MUNICIPAL Y LA DISTORSIÓN EN LA NOCIÓN DE “BUENA ADMINISTRACIÓN”. CASO: MUNICIPIO LIBERTADOR DEL ESTADO BOLIVARIANO DE MÉRIDA Mora Bastidas, Freddy Alberto El servicio de aseo urbano, incluidos los servicios de limpieza, recolección y tratamiento de residuos; así como la protección del ambiente y la cooperación en el saneamiento ambiental, es una competencia constitucional y legalmente asignada a los Municipios, que deben ser ejecutados a través de actividades administrativas formales y actividades administrativas materiales y técnicas por intermedio del servicio público, con el ánimo de satisfacer los derechos constitucionales de los ciudadano de una localidad. Con la presente investigación se pretende estudiar la prestación de servicio público de recolección de desechos en el Municipio Libertador del Estado Bolivariano de Mérida, los errores en la gestión pública municipal y la distorsión en la noción de “Buena Administración” a nivel local. La presente investigación ha sido desarrollada a través de un diseño bibliográfico, por medio de una investigación descriptiva y analítica. Como conclusión se ha determinado que en el caso del Municipio Libertador del Estado Bolivariano de Mérida no se cumplen con la percepción de “Buena Administración” de la Gestión Pública en el período correspondiente al año 201–2021 que ha desencadenado en un problema de salud pública, contaminación del medio ambiente y la violación de los derecho humano a la paz y tranquilidad, y a la calidad de vida.; The urban cleaning service, including cleaning, collection and waste treatment services; as well as the protection of the environment and cooperation in environmental sanitation, is a constitutional competence and legally assigned to the Municipalities, which must be executed through formal administrative activities and material and technical administrative activities through the public service, with the encouragement to satisfy the constitutional rights of the citizens of a locality. The present investigation intends to study the provision of public waste collection service in the Libertador Municipality of the Bolivarian State of Mérida, the errors in municipal public management and the distortion in the notion of "Good Administration" at the local level. The present investigation has been developed through a bibliographic design, by means of a descriptive and analytical investigation. As a conclusion it has been determined that in the case of the Libertador Municipality of the Bolivarian State of Mérida, the perception of "Good Administration" of Public Management in the period corresponding to the year 2017-2021 that has triggered a public health problem is not met, pollution of the environment and violation of the human right to peace and tranquility, health and quality of life.
