The purpose of this study is to reveal the essence of
GR (Government Relations) Management as a modern
instrument for the interaction between business and
the state to define promising areas of development in
the digital economy. The article reveals the ontology
of GR Management as a modern instrument of the
interaction between business and the state, taking
into account the functional features determined by
the fourth technological revolution. Organizational and
economic relations of the efficient interaction within
the further state policy development are important for
both business and government. In the article various
manifestations of the GR Management technology in
the system of sustainable development of the
economy and under the conditions of economic
growth have been introduced. The areas of the
formation of the digital economy based on the legal
regulation have been shown. The trend and the
reasons forming the mechanism of the GR
management coordination platform have been
identified. The offered mechanism of the GR
management coordination in terms of institutional
transformations will contribute to forming the state-political regime of the post-industrial information
society in the strategy of transfer to a new
technological structure.; El propósito de este estudio es revelar la esencia de
GR Management como un instrumento moderno para
la interacción entre las empresas y el estado para
definir áreas de desarrollo prometedoras en la
economía digital. El artículo tiene en cuenta las
características funcionales determinadas por la cuarta
revolución tecnológica. Las relaciones organizativas y
económicas de la interacción eficiente dentro del
desarrollo de políticas estatales posteriores son
importantes tanto para las empresas como para el
gobierno. En el artículo se han introducido diversas
manifestaciones de la tecnología de gestión de
recursos en el sistema de desarrollo sostenible de la
economía y en las condiciones de crecimiento
económico. Se han mostrado las áreas de formación
de la economía digital basadas en la regulación legal.
Se identificaron la tendencia y las razones que
conforman el mecanismo de la plataforma de
coordinación de gestión de Recursos. El mecanismo
ofrecido para la coordinación de la gestión de recursos
en términos de transformaciones institucionales
contribuirá a formar el régimen político-estatal de la
sociedad de la información postindustrial en la estrategia de transferencia a una nueva estructura
tecnológica.

The topic is determined by the modern tendencies of
a new economic paradigm development in the context
of institutionalism and its peculiar features, such as
the sharing economy and human capital. The aim of
the article is to develop a methodological approach to
the institutional models of the sharing economy and
the human capital formation, as well as the causes
and the prospects of their evolvement. The basic
method of the study was content analysis, which
allowed the representation of the sharing economy
growth factors and to define its features and models
through the combination of the institutions. The result
of the research is the development of the theoretical
basis for the sharing economy institutional paradigm
as the important component of the new economy,
which does not correspond to the current business
models that regard the human capital as the mean
but not the aim of the economic evolvement. The
authors present the scientific knowledge of the
sharing economy practical forms in accordance with
the institutionalism.; El tema está determinado por las tendencias
modernas de desarrollo de un nuevo paradigma
económico en el contexto del institucionalismo y sus
características peculiares, como la economía
compartida y el capital humano. El objetivo del
artículo es desarrollar un enfoque metodológico de los
modelos institucionales de la economía del
intercambio y la formación de capital humano, así
como las causas y las perspectivas de su evolución. El
método básico del estudio fue el análisis de contenido,
que permitió la representación de los factores de
crecimiento de la economía compartida y definir sus
características y modelos a través de la combinación
de las instituciones. El resultado de la investigación es
el desarrollo de las bases teóricas para el paradigma
institucional de la economía compartida como el
componente importante de la nueva economía, que
no corresponde a los modelos de negocios actuales
que consideran al capital humano como la media pero
no el objetivo de la economía. Evolucion economica.
Los autores presentan el conocimiento científico de
las formas prácticas de economía de intercambio de
acuerdo con el institucionalismo.

The article presents a methodology for assessing
indicators of development and the investment climate
at the regional level, which is based on an approach
that determines investment attractiveness as a
combination of socio-political, natural-economic and
psychological characteristics. the assessment
methodology is carried out using the integral indicator
of the reliability of the investment climate, for the
evaluation of which a certain set of particular
indicators is formed.; El artículo presenta una metodología para evaluar el
desarrollo y la inversión a nivel regional, que se basa
en un enfoque que determina el atractivo de la
inversión como un conjunto de características
sociopolíticas, natural-económicas y psicológicas. La
metodología de evaluación se lleva a cabo utilizando
el indicador integral de la confiabilidad del clima de
inversión, para cuya evaluación se forma un conjunto
específico de indicadores específicos.

The work theoretically grounds and builds an efficient model of
forming the studied competence. The modeling uses the
leading theoretical and methodological approaches: system,
activity-based, competence-based, interdisciplinary, axiological,
and student-centered. The set of efficient diagnostic tools was
developed to determine the formation of administrative
competence. The proposed model is an open educational
system that provides the successful formation of organizational
and administrative competence in future specialists of the
nuclear industry and the efficient control of this process; El trabajo teóricamente fundamenta y construye un modelo
eficiente para formar la competencia estudiada. El modelo
utiliza los principales enfoques teóricos y metodológicos:
sistema, basado en actividades, basado en competencias,
interdisciplinario, axiológico y centrado en el estudiante. El
conjunto de herramientas de diagnóstico eficientes se
desarrolló para determinar la formación de la competencia
administrativa. El modelo propuesto es un sistema educativo
abierto que proporciona la formación exitosa de la competencia
organizativa y administrativa en futuros especialistas de la
industria nuclear y el control eficiente de este proceso.
