Los eventos electorales de diciembre 2020 y enero 2021 en Venezuela: un panorama en la red social Twitter COLINA, Mairene; COLINA, Katherine; FERNANDEZ, Alberto; MAIA, Manuel; TORREALBA, Daniela Se presenta un análisis de las opiniones de los usuarios de Twitter sobre acontecimientos de interés político-electoral ocurridos en Venezuela los días 6 diciembre 2020 y 5 enero 2021. Usando técnicas estadísticas y de inteligencia artificial se identificaron palabras y hashtag de mayor impacto, horas de mayor actividad, entre otros. Se detectó polarización en el sentir de los usuarios respecto a la Asamblea Nacional y la utilización de cuentas bots para influir en las tendencias de la red.; An analysis is presented on how Twitter users perceived the political-electoral related events of interest happening on December 6, 2020 and January 5, 2021 in Venezuela. Statistical and artificial intelligence methods were used to identify high impact words and hashtags, high activity time periods, among other. A notable polarization of the user’s opinions about the Asamblea Nacional, and the use of bots accounts to skew tendencies were observed.

Presente y futuro de esta TV de proximidad a partir del análisis de la normativa audiovisual en cuatro periodos presidenciales de Colombia ANGULO, Lizandro Esta investigación se centra en el análisis de la legislación comercial y audiovisual que ha reglamentado a la televisión comunitaria de Colombia durante las presidencias de Andrés Pastrana Arango (1998- 2002), Álvaro Uribe Vélez (2002-2010), Juan Manuel Santos Calderón (2010-2018) y la actual de Iván Duque Márquez, para estudiar cómo ha influido esta normativa para que las comunidades organizadas estén abandonando estas experiencias mediáticas y, en ese contexto, cuál es el futuro de esta TV de proximidad. La investigación se realiza mediante un enfoque cualitativo, utiliza el método de la revisión documental y la técnica del análisis textual.; This research goes into analyzing commercial and audiovisual legislation that has regulated these means of communication during the office terms of Andrés Pastrana Arango (1998-2002), Álvaro Uribe Vélez (2002-2010), Juan Manuel Santos Calderón (2010-2018) and the current administration of Ivan Duque (2018-), with the aim of determining the causes of its decline and foreseeing a future scenario. Caracterización de la diáspora de talentos venezolanos MARTINEZ, José M. En este trabajo se discuten las características de la diáspora actual de talentos venezolanos de alta calificación, según se han manifestado mediante una encuesta realizada a fines de 2019. Se muestra el alto nivel de calificación profesional de científicos, profesores y profesionales que han emigrado desde hace muchos años, así como más recientemente. Se destacan sus características demográficas, los numerosos títulos universitarios, su dominio del inglés y otras altas capacidades personales. Se presentan también las dificultades que han encontrado para conseguir acceso a trabajos correspondientes a sus capacidades intelectuales y sus expectativas en relación a su posible contribución para la reconstrucción de Venezuela.; This paper discusses the characteristics of the current diaspora of highly qualified Venezuelan talents, as shown by a survey carried out at the end of 2019. The high level of professional qualification of scientists, teachers and professionals who have emigrated many years ago as well as more recently is shown. Their demographic characteristics, numerous university degrees, their command of English and other high personal abilities are highlighted. The difficulties they have encountered in gaining access to jobs corresponding to their intellectual capacities, and their expectations regarding their possible contribution to the reconstruction of Venezuela are also presented.
