De este modo, está situación de pandemia origina una calamidad pública que pone seriamente en peligro la seguridad de la Nación y de los administrados. El Ejecutivo Nacional ordena “Cuarentena social y colectiva”, en todo el territorio nacional a partir del 17 de marzo de 2020. El presente estudio tiene por objetivo describir el Decreto mediante el cual se declara el Estado de Alarma para atender la emergencia sanitaria del Coronavirus (COVID-19), publicado en Gaceta Oficial Extraordinaria N° 6.519, el Decreto de N°4.160.; On March 11, 2020, the WHO declares COVID-19 as a pandemic, until March 13, 2020, regarding the existence of Covid-19 cases in Venezuela, the national government declared the State of Alarm on the sidelines of the constitutional requirements, throughout the national territory; declares the health system in permanent emergency and suspends academic activities at all educational levels in the country. La comparación se hace a través de cuatro variables y dos sub-variables. Los resultados señalan que las fortalezas del programa son: la forma y fondo del “Contenido”, el “Período” y su “seriación”, que corresponden a los parámetros de la mayoría de las Universidades analizadas. Como debilidad se observa: la “Fecha del Plan de Estudios” que ubica a la UQROO dentro de la minoría de Universidades (30%), que requieren hacer una actualización. En conclusión, es necesario realizar una actualización del Plan de Estudios para mejorar el Programa objeto de estudio.; The article aims to analyze the General Theory of the Law Degree Process program of the University of Quintana Roo (UQROO), in order to contribute to its improvement and updating through a SWOT analysis that detects its strengths. and weaknesses when compared with the programs of nine other Public Universities in Mexico. The comparison is made through four variables and two sub-variables. The results indicate that the strengths of the program are: the form and substance of the “Content”, the “Period” and its “serialization”, which correspond to the parameters of most of the universities analyzed. As a weakness it is observed: the “Date of the Study Plan” that places the UQROO within the minority of universities (30%), which require updating.
