Smart cities, gobernanza y capital social : una propuesta de buenas prácticas para América Latina

Abstract

Los gobiernos en sus diferentes niveles enfrentan desafíos similares, como satisfacer las crecientes necesidades y expectativas de los ciudadanos, enfrentar los cambios del medio ambiente, lidiar con el aumento demográfico en las zonas urbanas y presupuestos más reducidos. Es por este motivo que se planteó investigar qué están haciendo las ciudades del mundo para enfrentar estos nuevos factores y surgió el concepto de Smart cities. Este concepto sugiere el uso de tecnologías en la planificación y ejecución de diferentes políticas y estrategias, destinadas a garantizar ciudades más eficientes en cuanto a la calidad de vida, sustentabilidad ambiental y desarrollo económico y social. Asimismo se destaca la necesidad de invertir en el incremento del capital humano por medio de la educación y cultura. La investigación se enfocó en América Latina, continente que cuenta con algunas smart cities incluidas en los rankings mundiales. El objetivo de este trabajo fue determinar cuáles son las acciones realizadas por las smart cities de la región; las mismas permitieron crear una guía de buenas prácticas que se consideran válidas para todo el continente. Se plasmó una propuesta integrada por operaciones, implementaciones y estrategias a seguir para poder concretar la transformación de nuestras ciudades intermedias a Smart cities. La propuesta cuenta con cinco dimensiones (capital social, gobernanza, smart citizen, tecnologías de información y comunicación y desarrollo sustentable) dentro de las cuales se detallaron las acciones que se deberían llevar a cabo para lograr el objetivo de generar más ciudades inteligentes en la región. Llegando a la conclusión de que es un modelo flexible y viable para América Latina.

Governments at different levels are facing similar challenges satisfying expanding social needs, expectations of citizens, environmental issues, demographic strife in urban areas as well as lower budgets. This is the reason why the research regarding what the cities are doing to deal with these new elements and the concept of smart cities was proposed. This concept suggests that the use of technology in the planning and execution of different politics ensures more efficient cities, higher quality of life, environmental sustainability and socioeconomic development. Likewise, the need of investment in that human capital field through education and culture. This research is focusing on Latin America, a continent that counts with some smart cities in the global rankings. The main objective of this investigation was to determine the actions that smart cities in the region are doing. These actions allow us to create a good practice guide composed by operations, implementations and strategies that are recommended to follow in order to let the transformation from intermediate cities to smart cities. The proposal counts with five dimensions (social capital, governance, smart citizenship, information technology and communication, and sustainable development) in which the actions that cities should chase in order to achieve the main goal to generate more smart cities in our region were detailed; this essay will argue is a realistic contemporary objective for Latin America.
