Propuesta de un modelo de gestión para la preservación del patrimonio municipal. Caso estudio : Municipio Rangel, Mérida-Venezuela

Abstract

La inquietud de realizar un conjunto de propuestas para contribuir a la creación de un modelo de gestión para preservar el patrimonio municipal del caso de estudio, surge como una necesidad de rescatar la gran diversidad de bienes culturales que son parte de la riqueza del Municipio Rangel para aprovechar estos bienes patrimoniales en el desarrollo local. A pesar de esta diversidad, el municipio no cuenta actualmente con instrumentos que hagan posible un programa de gestión patrimonial, que necesariamente involucre a todos los actores locales, los cuales en la actualidad se encuentran como agentes pasivos de este proceso. El objetivo principal del presente trabajo es proponer los instrumentos de gestión del patrimonio cultural en el Municipio Rangel, a partir del conocimiento de experiencias e instrumentos de gestión patrimonial tanto en Venezuela como en otros países, así como de la identificación y clasificación del patrimonio cultural en el Municipio Rangel. Esta investigación está basada en un proyecto de tipo descriptivo a partir de la recopilación de la información del patrimonio cultural tomando como base el catálogo elaborado por el Instituto de Patrimonio Cultural, el cual se actualizó y se rectificó la información contenida en el mismo. A su vez, el estudio se apoyó en una investigación proyectiva a partir de la elaboración de un conjunto de propuestas de gestión que permita la incorporación del recurso patrimonial en el desarrollo local. La investigación concluye con la creación de propuestas para dar a conocer el patrimonio cultural del municipio, contribuyendo de esta manera a su preservación para el disfrute de nuevas generaciones, así como al desarrollo de la actividad turística del municipio.

The concern to perform a set of proposals to contribute to the creation of a management model to preserve the studied municipal heritage comes as a necessity to rescue the big diversity of cultural assets forming the wealth of the Rangel municipality to take advantage of these heritage assets in the local development. Despite this, the municipality doesn't count with the tools to make a management patrimonial program, involving all local actors, which at present, are found as passive agents in any process of construction, protection or rehabilitation. The main goal is to propose the management instruments and the preservation of the cultural heritage in Rangel municipality, from the knowledge of asset management tools both in Venezuela and other countries, as well as the identification and classification of the cultural heritage. This investigation is based on a project of descriptive type, since the information gathered was obtained from the Institute of Cultural Heritage catalogue and was used as a management instrument to preserve the applied heritage of Rangel municipality. At the same time the study was supported by a projective investigation since a management program has been created to provide solutions to a municipal patrimonial problem. The investigation concludes with the creation of proposals to raise awareness of the cultural heritage of the municipality, contributing to the preservation of the patrimony for the enjoyment of future generations, as well as, the development of tourism trough the municipality's cultural heritage.
