Lineamientos para la transformación de las contralorías Municipales del Estado Mérida en organizaciones inteligentes

Abstract

El objetivo principal del presente Trabajo Final de Grado se basó en determinar los "Lineamientos para la Transformación de las Contralorías Municipales del estado Mérida en Organizaciones Inteligentes" a los fines de prestar un mejor y más eficiente servicio a los usuarios o ciudadanos. El diseño de la investigación fue de campo, de tipo descriptivo, para lo cual se entrevistó a una muestra estratificada conformada por cincuenta y dos (52) individuos, trabajadores de esas Contralorías Municipales, de los niveles gerencial y operativo. En referencia a las técnicas utilizadas cabe destacar la observación directa en campo, la entrevista y el análisis. Los instrumentos empleados consistieron en la guía de entrevista estructurada en 17dimensiones, el uso del paquete estadístico de Ciencias Sociales (SPSS) para el procesamiento y análisis de los resultados obtenidos, así como el análisis prospectivo, específicamente el análisis estructural. Se concluye en la necesidad de transformar las Contralorías Municipales a fin de actualizarse y convertirse en Organizaciones Inteligentes para lo cual se plantea un conjunto de lineamientos cuyo propósito no es otro sino adaptar estas organizaciones a la era de la información y el conocimiento para servir mejor a la ciudadanía y a la sociedad.

The main aim of this final degree work was based on the "Guidelines for the transformation of the Government Accountability Office of Mérida 8tate in Smart organizations" in order to provide better and more efficient service to the users and citizens. This research was designed as a descriptive fieldwork research, for which, it was interviewed a sample of fifty two (52) individuals, who are workers of the Guidelines Management of the managerial and operating levels. In reference to the techniques used, it is noted the direct observation of the fieldwork, the interview and the analysis. The tools usad consisted on the guided and structured interview in seventeen dimensions (17), the use of the Statistical Package for Social Sciences (SPSS) for the processing and analysis of the results obtained, as well as the prospective analysis, specifically, the structural analysis. It is therefore concluded the need of transform the guideline management to be updated and to be conversed in Smart Organizations, for this resolution it is suggested a set of guidelines, whose purpose is to adapt this organizations into the information and knowledge era, in order to serve better to society and citizenship
