La sociopolítica en el liderazgo de la participación ciudadana mediante el uso de la tecnología de la información y comunicación (TIC)

Abstract

El presente artículo tuvo como línea general analizar desde los postulados de la sociopolítica y ante la llegada del coronavirus (COVID-19) el liderazgo de la participación ciudadana mediante el uso de la tecnología de la información y comunicación (TIC). El abordaje fue realizado en una revisión de tipo documental, partiendo de algunas realidades visibles en América Latina y el Caribe como referencia, haciendo énfasis en la participación ciudadana en Venezuela. El recorrido histórico inició desde lo social del liderazgo en las antiguas civilizaciones hasta la actualidad aplicando la hermenéutica filosófica y la teoría de conocimiento sobre la temática para una mejor comprensión e interpretación del movimiento de accesibilidad tecnológica que tuvo entre otras cosas el fomento a través de diversas ventanas digitales para generar una nueva realidad y transformación que diera origen a nuevas oportunidades sociales.

The general aim of this article was to analyse the leadership of citizen participation through the use of information and communication technology (ICT) from the perspective of socio-politics and the arrival of the coronavirus (COVID-19). The approach was based on a documentary review, using some visible realities in Latin America and the Caribbean as a reference, with an emphasis on citizen participation in Venezuela. The historical journey began from the social aspects of leadership in ancient civilisations to the present day, applying philosophical hermeneutics and the theory of knowledge on the subject for a better understanding and interpretation of the technological accessibility movement that had, among other things, the promotion through various digital windows to generate a new reality and transformation that would give rise to new social opportunities.
