Sustitución de importaciones en el complejo agroindustrial de Rusia: problemas y perspectivas

Abstract

Este artícilo analiza la política de sustitución de importaciones en el complejo agroindustrial de Rusia, que fue destinada a garantizar la seguridad alimentaria del país y reducir las importaciones de comestibles que ya habían alzanzado un nivel crítico. Para poder comprender que desafíos enfrentó el gobierno ruso, en la investigación se considera la situación en el sector después de la desintegración de la URSS y las reformas de los años 90 del siglo pasado, que se habían resultado destructivas para la agricultura. Se analizan los mecanismos y harramientas, que el Estado está usando para promover este importante sector económico, así como las ramas directamente relacionadas con éste. El trabajo está basado sobre las fuentes oficiales, declaraciones de los dirigentes del país, investigaciones de los expertos en la agrucultura, en primer lugar, del Instituto de Investigaciones Científicas de Economía Agricola de FR, así como sobre las ideas del eminente economista latinoamericano Raul Prebish respecto a la sustitución de importaciones.

The paper deals with the import substitution policy in Russia's agricultural sector. The adoption of this policy has been brought about by the necessity of establishing country's food security and the reduction of food import that had achieved a critical level. For understanding the challenges Russia's government faced, the paper discusses the situation in the sector after the collapse of the USSR and the reforms of 1990s, which both were devastating for the agriculture. It analyzes the mechanisms and instruments designed to support agriculture and the related sectors. The researchсh is based on the official data and the statements of the country's leaders as well as the studies of Russian agricultural experts (first and foremost the members of the All-Russia Research Institute of Agricultural economics) and the import substitution concepts of the distinguished Latin American economist Raúl Prebish.
