Instrumentos Jurídicos Municipales del Municipio Libertador del Estado Mérida

Abstract

La presente investigación está referida a los aspectos legales que norman el Poder Público Municipal en Venezuela, tiene por fin analizar la estructura jurídica vigente en el Municipio Libertador del Estado Mérida. Para tales efectos, la atención se centra principalmente a los condicionamientos geográfico, económicos, poblacionales y culturales que moldean todo lo relativo a la técnica parlamentaria usada en la elaboración de los instrumentos jurídicos del Municipio Libertador, considerados como los actos parlamentarios municipales con forma de Ley, a través de los cuales se desarrolla la función pública de los Poderes Ejecutivo, Legislativo, la Contraloría Municipal y los Consejos Locales de Planificación Pública, sin olvidar, el fin descriptivo de simple mención de la composición organizativa de Municipio Libertador del Estado Mérida en estos momentos.

The present investigation is referred to the legal aspects that regulate the Municipal Public Power in Venezuela. Also, It has the purpose of study the normative structure of the Libertador Municipality of the Merida’s State in Venezuela, complemented with the State of Mérida’s legal system. For such effects, the attention is mainly focused on the Constitution Law, on the geographic, the economic, the population and cultural criteria that shape everything related to the parliamentary technique, which is rationally used in the creation of the legislative instruments of the Libertador Municipality; those acts are considered parliamentary acts with the form of a Local Law. The counties’s legal acts develop directly the public function of the respective Executive, Legislative of the Municipal Public Power with the Local Public Planning’s Councils, without forgetting, the descriptive purpose of simple mention of the administrative organization composition of the Libertador Municipality of the State of Mérida in these moments.
