Aproximación al desarrollo agro alimentario desde la responsabilidad del estado venezolano : caso de estudio cooperativa la coromoto 3215, del Fundo Zamorano General Vicente Campo Elias, Parroquia Eloy Paredes del município Obispo Ramos de Lora, Mérida-Venezuela (2008-2022)

Abstract

Aproximarse al desarrollo agroalimentario desde la responsabilidad del Estado venezolano a partir de un caso de estudio, la Cooperativa La Coromoto 3215, del Fundo Zamorano General Vicente Campo Elías, Parroquia Eloy Paredes del Municipio Obispo Ramos de Lora, Mérida-Venezuela, tiene como propósito describir, diagnosticar e interpretar la doctrina, la legislación, el actuar político y en esencia la percepción del productor agropecuario. Desde esa mirada, el trabajo logra evidenciar, a través de la concepción epistémico-metodológica holística que, las leyes venezolanas efectivamente resguardan y protegen al productor agrícola; pero, que además se comprometen a brindarle apoyo financiero y acompañamiento técnico y productos-servicios para la faena agrícola. Ahora bien, la realidad mostrada es que, el productor agroalimentario se siente desprotegido y desprovisto de las herramientas, los productos, los servicios y esencialmente el financiamiento económico para emprender y más aún para esa unidad socioproductiva rural, que en definitiva están protegidas por la Unidad de Propiedad Social Agrícola-UPSA.

Approach agri-food development from the responsibility of the Venezuelan State from a case study, the Cooperative La Coromoto 3215, of the Fundo Zamorano General Vicente Campo Elías, Eloy Paredes Parish of the Obispo Ramos de Lora Municipality, Mérida-Venezuela, has the purpose of describing, diagnose and interpret the doctrine, legislation, political action and essentially the perception of the agricultural producer. From this point of view, the work manages to show, through the holistic epistemic-methodological conception, that Venezuelan laws effectively safeguard and protect the agricultural producer; but, that they also commit to provide financial support and technical support and products-services for agricultural work. Now, the reality shown is that the agri-food producer feels unprotected and deprived of the tools, products, services and essentially the economic financing to undertake and even more so for that rural socio-productive unit, which are ultimately protected by the Unit Agricultural Social Property-UPSA.
