El Estudio de la planificación pública: caso unidad temática de la planificación en el DCCE-UCLA

Abstract

La investigación examina la bibliografía que requiere el estudiante de la asignatura Administración Pública I del Decanato de Ciencias Económicas y Empresariales (DCCE) de la UniversidadCentroccidental Lisandro Alvarado (UCLA) , en atención a las nuevas situaciones emergentes en Venezuela, en cuanto a lareestructuración del Estado venezolano con fundamentación constitucional y legal, concretamente en el tema de “La Planificación”, y al objetivo terminal de la Unidad temática IV del programa. Se abordaron, primero, consideraciones generales sobre el tema “La Planificación”, como parte del programa de Administración Pública I y se reflexiona sobre la naturaleza del conocimiento que le es propia como unidad temática de dicha asignatura. Luego, se estudia la bibliografía, se delimita el concepto a partir de una breve reflexión sobre el contenido y el sentido de esta categoría en el debate contemporáneo, se analiza la selección del material y brevemente se aborda lo que es la bibliografía por unidad y/o general y la bibliografía recomendada o complementaria y se reflexiona sobre la actualización de la bibliografía y sociedad de la información, esto en concordancia con los objetivos propuestos en la investigación. En atención a la naturaleza de la investigación, objetivos planteados y enfoque cualitativo, se sustentó en la construcción progresiva del conocimiento tal como surge en la realidad. El método empleado fue el hermenéutico. La muestra fue intencional o basada en criterios. El análisis cualitativo de los documentos se realizó a partir de un marco teórico y de un conocimiento previo del contexto en el que se elaboró este trabajo

The research examines the bibliography required by the student of the subject Public Administration I of the Dean of Economics and Business Sciences (DCEE) of the Universidad Centroccidental Lisandro Alvarado (UCLA), in response to the new emerging situations in Venezuela, regarding the restructuring of the Venezuelan State with a constitutional foundation and legal, specifically in the topic of “Planning”, and the terminal objective of thematic Unit IV of the program. First, general considerations on the topic “Planning” were addressed, as part of the Public Administration I program, and the nature of the knowledge inherent to it as the thematic unit of said subject was reflected on. Then, the bibliography is studied, the concept is delimited based on a brief reflection on the content and meaning of this category in the contemporary debate, the selection of material is analyzed and what the bibliography is by unit and/or is briefly addressed or general and the recommended or complementary bibliography and reflects on the updating of the bibliography and information society, this in accordance with the objectives proposed in the research. Taking into account the nature of the research, the objectives set and the qualitative approach, it was based on the progressive construction of knowledge as it emerges in reality. The method used was hermeneutic. The sample was intentional or based on criteria. The qualitative analysis of the documents was carried out based on a theoretical framework and prior knowledge of the context in which this work was prepared
