Gobierno electrónico: percepciones de un proceso según sus propios actores sociales del estado Lara

Abstract

Con la nueva visión del mundo se produce una serie de vertientes y filosofías que van emergiendo para tratar de dar respuestas a las organizaciones del siglo XXI. Ello ha generado una serie de transformaciones en las organizaciones públicas, específicamente en el caso venezolano, por el marco constitucional y legal, donde cobra fuerza el Gobierno Electrónico con el uso de la Tecnología de Información y Comunicación (TIC), para el desarrollo económico, social y político del país. La presente investigación tuvo como propósito develar la naturaleza, visiones, características y relaciones que le atribuyen los actores sociales al uso del gobierno electrónico como medio para gobernar en el Estado Lara. En este contexto se sustentó con las nuevas teorías organizacionales, la Teoría General de Sistemas, Teoría Cibernética y la Nueva Economía. Estuvo enmarcado ontológico, epistemológico y metodológico en las manifestaciones del fenómeno y se optó por la naturaleza cualitativa, adscribiéndose a la corriente fenomenológica – hermenéutica. Fueron cinco (5) los actores sociales seleccionados entre Presidentes, Directores y Gerentes de organismos desconcentrados en el Estado Lara, de la Gobernación del Estado Lara y de la Alcaldía del Municipio Andrés Eloy Blanco del Estado Lara. La técnica de recolección de la información fue la entrevista en su modalidad semiestructurada. La investigación permitió generar una aproximación teórica en la implementación del gobierno electrónico como herramienta en la gerencia pública del Estado Lara

With the new vision of the world, a series of aspects and philosophies are produced that are emerging to try to give answers to the organizations of the 21st century. This has generated a series of transformations in public organizations, specifically in the Venezuelan case, due to the constitutional and legal framework, where Electronic Government gains strength with the use of Information and Communication Technology (ICT), for economic development, social and political of the country. The purpose of this investigation was to reveal the nature, visions, characteristics and relationships that social actors attribute to the use of electronic government as a means to govern in Lara State. In this context, it was supported by the new organizational theories, the General Systems Theory, Cybernetic Theory and the New Economy. It was framed ontological, epistemological and methodological in the manifestations of the phenomenon and the qualitative nature was chosen, ascribing to the phenomenological - hermeneutical current. There were five (5) social actors selected from among Presidents, Directors and Managers of decentralized organizations in Lara State, the Lara State Governor's Office and the Andrés Eloy Blanco Municipality Mayor's Office in Lara State. The information collection technique was the interview in its semi-structured modality. The investigation allowed to generate a theoretical approximation in the implementation of the electronic government as a tool in the public management of the State of Lara
