El Estado Regulador

Abstract

El Estado de Bienestar entra en crisis en la Europa de los años 70, producto de una estanflación perniciosa que el Keynesianismo no pudo resolver y que le abrió las puertas al monetarismo y al neoliberalismo, que se encumbraron firmemente. Terminaba una etapa absoluta en la evolución del Estado-Nación, para iniciarse, sin que sus actores lo supieran una nueva época a destiempo, contratiempo y con una pérdida real de la variable distancia que comprendía la formula tiempo-espacio. Comenzó entonces la mutación de la formula organizacional, comunicacional y, sobre todo de la transformación de la organización vertical de la relación entre la Administración y los ciudadanos; para convertirse en un proceso de ordenación global, en el cual las voluntades públicas y las voluntades privadas se hibridizan para producir todo el sistema normativo que rige los sectores específicos de actividades que constituyen leitmotiv supraestatal. Nace así un estado de espacios duales, lo virtual y la territorial; sin sociedades policéntricas y, sobretodo, una sociedad que se ha descubierto a sí misma con capacidad ontológica de autorregularse.

The Welfare State enters a crisis in Europe in the 1970s, the product of a pernicious stagflation that Keynesianism could not resolve and that opened the doors to monetarism and neoliberalism, which rose firmly. An absolute stage in the evolution of the Nation-State ended, to begin, without its actors knowing it, a new era at the wrong time, mishap and with a real loss of the distance variable that comprised the time-space formula. Then began the mutation of the organizational, communicational formula and, above all, the transformation of the vertical organization of the relationship between the Administration and the citizens; to become a global ordering process, in which public wills and private wills hybridize to produce the entire regulatory system that governs the specific sectors of activities that constitute supra-state leitmotiv. Thus is born a state of dual spaces, the virtual and the territorial; without polycentric societies and, above all, a society that has discovered itself with the ontological capacity of self-regulation.
