El sistema de gobierno: Reflexiones sobre el proceso constituyente chileno de 2021

Abstract

Este ensayo se propone hacer algunas reflexiones sobre el proceso constituyente que está viviendo Chile y que ha iniciado este 2021. Especialmente queremos enfocarnos en el sistema de gobierno y cómo las experiencias pasadas, específicamente las que dieron lugar a las Constituciones de 1830 y 1925, pueden servirnos para comprender por qué en Chile ha imperado el presidencialismo y, a grandes rasgos, entender cuáles fueron las causas y consecuencias de la adopción del parlamentarismo en 1891 y reflexionar sobre el sistema de gobierno que debería acogerse en una nueva constitución.

This essay intends to make some reflections on the constituent process that Chile is undergoing and that has begun in 2021. We especially want to focus on the system of government and how past experiences, specifically those that gave rise to the Constitutions of 1830 and 1925, can help us to understand why presidentialism has prevailed in Chile and, broadly speaking, to understand what were the causes and consequences of the adoption of parliamentarism in 1891 and to reflect on the system of government that should be included in a new constitution.
