Aplicabilidad del cobro de tasas para optimizar la eficacia de las instituciones públicas

Abstract

Esta investigación tiene como propósito explorar la aplicabilidad del cobro de tasas para optimizar la eficacia de las Instituciones Públicas, con la intención de promover estrategias públicas eficientes, dejando a un lado ciertos vicios políticos y sociales, que han llevado a un fuerte deterioro de las instituciones públicas. Se recurrió a fuentes secundarias de información como artículos de investigación, revistas especializadas y libros, haciendo uso de diferentes bases de datos. Así mismo del análisis se pudo concluir que la creación de una ley que permita implementar el cobro de tasas, las cuales siendo estas fuente de obligaciones para la prestación de un servicio público de manera efectiva, le daría a las instituciones públicas el deber de trabajar eficientemente, sin dilaciones dejando a un lado la burocracia que prolifera internamente, generando así respuestas oportunas al usuario y manteniendo los procedimientos en marcha, en este caso respetando el derecho constitucional de acceder a la justicia en materia, de manera gratuita, más sin embargo cubriendo el usuario por medio de tasas preestablecidas ciertos requerimientos ajenos a la administración de justicia en cuestión.

The purpose of this research is to explore the applicability of fee collection to optimize the effectiveness of Public Institutions, with the intention of promoting efficient public strategies, leaving aside certain political and social vices, which have led to a strong deterioration of the institutions public.
