Implicaciones de la gobernanza en el gobierno electrónico: actores e interacciones

Abstract

El término gobernanza comprende, por un lado, un sistema de reglas que guían la actuación de los actores sociales y, por el otro, la acción de gobernar de forma eficiente y equitativa. Dichos aspectos asumen la existencia de una sociedad, cuyos problemas deben ser resueltos y que posee ciertos requerimientos que es recomendable satisfacer, por parte del Estado y de instituciones sociales diversas. En la búsqueda de soluciones al planteamiento anterior se han propiciado cambios, rediseños y reestructuraciones de las organizaciones gubernamentales a fin de que estén en capacidad de cumplir su rol primordial: dar respuesta a las exigencias y necesidades de las comunidades y sus miembros. Esta diversidad de actores implica la concreción de un concepto ligado a la gobernanza como es el de redes. Bajo este contexto surge el término de gobierno electrónico (GE), como vía de concretar mecanismos de interacción entre el Estado con los ciudadanos, empleados, empresas y entre instancias intergubernamentales. En este orden de ideas, el presente trabajo, de naturaleza teórica, tiene como objetivo principal presentar algunas reflexiones sobre las implicaciones de la Gobernanza en el GE, haciendo énfasis en los actores involucrados y las relaciones que se establecen entre los mismos
