Relaciones geo-políticas Brasil-Venezuela en la idea del desarrollo social integral en la frontera de América Latina y el Caribe

Abstract

La celeridad de los acontecimientos geo-políticos mundiales, sugiere cambios en dirección hacia un nuevo orden político-económico internacional cuya total naturaleza se desconoce. Se deduce que los niveles de dependencia económica en América Latina y El Caribe, limitarán su participación con equidad. Es necesario adecuar la heterogeneidad socio-cultural y articular un modelo de organización común, denominado Desarrollo Social Integral de América Latina y El Caribe (DSI-ALyEC), con miras a participar como bloque geopolítico. Considerar como motor inicial, el eje Brasil-Venezuela, cuyo espacio cubre más del 50% del continente sur-americano, 762.000 km2 de plataforma caribeña y un amplio frente atlántico. Su núcleo debe ser la Amazonía, influyente en el clima global y poseedora de un germoplasma no cuantificado. El Desarrollo Social Integral procurará la seguridad alimentaria, la no dependencia económica y la soberanía política, con preeminencia de la economía de mediana y pequeña escala; secuencia estratégica para la convivencia pacífica entre las naciones. La participación y los roles, se definirían a través de sistemas educativos coordinados para la formación y capacitación para la gestión del proceso

The speed of global geo-political events suggests changes towards a new international political-economic order whose full nature is unknown. It follows that the levels of economic dependence in Latin America and the Caribbean will limit their participation with equity. It is necessary to adapt the socio-cultural heterogeneity and articulate a common organization model, called Comprehensive Social Development of Latin America and the Caribbean (DSI-ALyEC), with a view to participating as a geopolitical block. Consider as the initial driving force the Brazil-Venezuela axis, whose space covers more than 50% of the South American continent, 762,000 km2 of Caribbean shelf and a wide Atlantic front. Its core must be the Amazon, influential in the global climate and possessor of an unquantified germplasm. Comprehensive Social Development will seek food security, economic non-dependence and political sovereignty, with preeminence of the medium and small scale economy; strategic sequence for peaceful coexistence between nations. Participation and roles would be defined through coordinated educational systems for training and training for the management of the process.
