Segurança híbrida, privatização e exclusão reativa dos espaços públicos no carnaval

Abstract

O trabalho discute as formas e as consequências da atuação das firmas de segurança híbrida, no policiamento do Carnaval e dos desfiles dos grupos organizados ou blocos carnavalescos pelos espaços públicos. Analisa dados provenientes de entrevistas, observação direta e participantes. Argumenta que estas firmas acionam táticas duras ou coercitivas para garantirem o bem estar dos foliões (fiesteros) associados, bloquearem o acesso aos perímetros internos dos blocos, dificultarem a permanência e até obstruírem a circulação dos foliões não associados (ou pipocas) nos espaços públicos. Afirma que esta governança, mediante a regulação e controle de espaços e fluxos de pessoas, está fundada em poderes de exclusão, rejeição e remoção de indivíduos e grupos que diluem os limites divisórios entre os modos públicos e privados de regulação destes espaços. Defende a ampliação e o aprofundamento de medidas, visando a descentralização espacial, a redução da densidade e a melhoria da gestão da multidão, a fim de aumentar a segurança para os amplos segmentos de foliões do Carnaval de Salvador.

This paper discusses the activities of hybrid security firms that serves Carnival blocos parades and their paying revelers in Salvador, Brasil. It analyzes data from interviews, direct and participant observation, and documents. It verifies the organization, the division of work, and the co2nnections between these security firms these and police forces. It shows the influence of the security technology used to isolate, move, and expand those Carnival blocos on the hard tactics and harsh crowd control implemented by security personnel. It shows that, while this security strategy threatens the basic rights of assembly, movement, and expression of revelers not associated to a Carnival bloco,it also privatizes the access and useof public spaces. It concludes that this governance, regulation and control founded on powers of exclusion, rejection, and removal of individuals and groups intensifies the dilution of the border between public and private modes of regulation of these spaces. Advocate for broader measures aiming at spatial decentralizing, reduction of the density, and therefore improving the management of crowds and the security of that fun for the participants of Carnival.
