“El fútbol como campo de batalla. Un análisis de la gestión de seguridad deportiva argentina en el gobierno de Mauricio Macri (2015-2019)”

Abstract

El presente artículo aborda en clave cronológica y procesual distintos aspectos de la relación entre el fútbol, la seguridad y el Estado. Partiendo de la idea de que la violencia en el fútbol es un problema público que adquirió status de mercancía política en Argentina, el objetivo del artículo consiste en reconstruir, analizar y problematizar el tratamiento que el Estado argentino dio al problema de la violencia en el fútbol y las respuestas públicas desplegadas frente a este fenómeno en el período 2015-2019, que coincide con el gobierno de Mauricio Macri. La centralidad de las barras bravas como explicación del problema de la violencia en el fútbol y su caracterización como “mafias”, la alta visibilidad mediática de los funcionarios de seguridad, la idea de desgobierno heredado del kirchnerismo y la traducción del problema en términos de “crimen organizado” son los elementos que caracterizan a la gestión estatal de seguridad deportiva del macrismo. A partir de dicha lectura, se ponen en práctica en los estadios argentinos nuevas estrategias de política pública, cuya orientación es preponderantemente punitiva y que apelan a la individualización, prontuarización y ampliación de las fronteras del castigo como métodos de gestión de la violencia en el fútbol.

This article addresses in chronological and procedural terms different aspects of the relationship between football, security and State. Starting from the idea that violence in football is a public problem that acquired the status of political merchandise in Argentina, the objective of the article is to reconstruct, analyze and problematize the state treatment that the Argentine State gave to the problem of violence in the football and the public responses deployed to this phenomenon in the period 2015-2019, which coincides with the government of Mauricio Macri. The centrality of the barras bravas as an explanation of the problem of violence in football and its characterization as “mafias”, the high media visibility of security officials, the idea of misrule inherited from Kirchnerism and the translation of the problem in terms of “ organized crime ”are the elements that characterize the state management of sports security under Macri’s administration. From this perspective, new public policy strategies are put into practice in Argentine stadiums, whose orientation is predominantly punitive and that appeal to the individualization, prioritization and expansion of the punishment as methods of managing violence in football problem.
