Vulnerabilidad y cultura de riesgo en la Facultad de Arquitectura y Urbanismo-UCV. Gestión para un plan integral

Abstract

El presente trabajo tiene por objeto proponer un modelo integral de gestión del riesgo ante amenazas de tipo natural, tecnológico y social para garantizar la integridad física de la comunidad, bienes muebles y la preservación del patrimonio de la Facultad de Arquitectura y Urbanismo de la Universidad Central de Venezuela (FAU-UCV). A partir de algunos hechos coyunturales vividos en sus espacios entre los años 2013 y 2014 se detectó un conjunto de factores vulnerables al entorno físico y social que pusieron en riesgo tanto a su comunidad como a las actividades académicas. En este sentido, el tema de la gestión de riesgo cobró relevancia dejando en evidencia la necesidad de actualizar una visión de trabajo conjunto. A partir de un estudio diagnóstico de las condiciones de seguridad del conjunto FAU se aborda el problema desde el paradigma interpretativo, a fin de profundizar en la comprensión de la dimensión social a través de entrevistas semi-estructuradas a informantes claves, con la finalidad de conocer cómo se concibe el riesgo entre la diversidad de los miembros que hacen vida en los espacios físicos de la FAU. Como aporte de los resultados obtenidos se propuso un plan integral de actuación de los miembros de la comunidad ante la ocurrencia de un evento adverso que contribuya a la cultura del riesgo en la FAU y con miras a que sea replicado en otras instancias de la comunidad universitaria.

The purpose of this work is to propose a comprehensive risk management model in the face of natural, technological, and social threats to guarantee the physical integrity of the community, movable property, and the preservation of the heritage of the Faculty of Architecture and Urban Planning of the Central University of Venezuela (FAU-UCV). Based on some current social events experienced by the community in their spaces between 2013 and 2014, a set of vulnerable factors to the physical and social environment were detected that put their community, as well as academic activities, at risk. In this sense, the issue of risk management became relevant, revealing the need to update a vision of joint work. Based on a diagnostic study of the security conditions of the FAU complex, the problem is approached from the interpretive paradigm, to deepen the understanding of the social dimension through semi-structured interviews with key informants, with the aim of knowing how the risk is conceived among the diversity of the members who live in the physical spaces of the FAU. As a contribution to the results obtained, a comprehensive action plan for community members was proposed in the event of an adverse event that contributes to the risk culture of the FAU and with a view to being replicated in other instances of the university community.
