Desafíos de la Administración Pública ante el Avance de la Inteligencia Artificial

Abstract

El presente trabajo tuvo como objetivo exponer los desafíos de la administración pública ante el avance de la inteligencia artificial IA. La investigación se enmarcó dentro del diseño documental, de tipo descriptiva y, mediante fuentes documentales en formato digital, busca exponer las posibles problemáticas que se desarrollen a partir del empleo de este tipo de tecnologías. Se realizó una revisión sistematizada de diferentes textos y publicaciones sobre el tema en cuestión. Operativamente llevó a cabo un proceso de análisis e interpretación hermenéutica a fin de exponer todos los posibles alcances humanos, técnicos y organizacionales del empleo de la IA en la administración pública. Los resultados obtenidos permiten concluir que, el uso de la IA en lo público implica considerables mejoras en el aparataje burocrático del Estado y en la capacidad de responder de forma eficiente a las demandas que este recibe por parte de los ciudadanos; sin embargo, el coste laboral y humano representa la mayor desventaja al significar el posible desempleo de cientos de miles de puestos de trabajo en todo el mundo y, por lo tanto, la necesidad de revisar el rol del Estado de bienestar a futuro

The purpose of this paper was to expose the challenges of public administration in the face of the advance of artificial intelligence AI. The research was framed within the documentary design since it is descriptive and, through documentary sources in digital format, seeks to expose the possible problems that may develop from the use of this type of technologies, using a systematized review of different texts and publications on the subject in question. Operationally, it carried out a process of analysis and hermeneutic interpretation in order to expose all the possible human, technical and organizational scopes of the use of AI in public administration. The results obtained allow us to conclude that the use of AI in the public sector implies considerable improvements in the bureaucratic apparatus of the State and in the capacity to respond efficiently to the demands it receives from citizens; however, the labor and human cost represents the greatest disadvantage as it means the possible unemployment of hundreds of thousands of jobs around the world and, therefore, the need to review the role of the welfare State in the future
