La Gerencia en la Gestión Pública del Estado Guárico: una Perspectiva desde la Planificación Estratégica Institucional

Abstract

La Planificación Estratégica es una herramienta gerencial que garantiza la eficacia, la eficiencia y el éxito de la gestión, ya que dicho proceso considera todas aquellas situaciones presentes en el entorno, que ejercen una influencia positiva o negativa sobre la organización. Esta inquisición doctoral tiene como objetivo general proponer un constructo teórico de planificación estratégica institucional en el ámbito de la administración pública del estado Guárico teniendo una proyección nacional o supranacional. El recorrido metodológico se enmarcó en primera instancia en el paradigma positivista, enfoque cuantitativo, método hipotético deductivo, y posteriormente se complementa con el paradigma postpositivista bajo el enfoque cualitativo, diseño no experimental, modalidad de campo, la población estuvo conformada por ochenta (80) trabajadores y la muestra representada por veinte (20) trabajadores de la administración pública del estado Guárico. La recolección de datos cuantitativos, se hizo a través de la técnica de la encuesta y el instrumento el cuestionario con preguntas dicotómicas SI/NO, la validez mediante juicio de expertos y la confiabilidad se aplicó la fórmula de Richardson Kuder, estos datos se analizaron mediante la estadística descriptiva, representados en cuadros y gráficos, en cuanto a los datos cualitativos se empleó la entrevista semiestructurada a tres (3) sujetos y analizados a través de los procesos de categorización, estructuración, contratación y triangulación para generar el constructo teórico. La gerencia de la administración pública debe poseer cierta capacidad y habilidades que le permitan captar la realidad e interpretar la situación positiva o negativa del entorno para tomar la mejor decisión.

Strategic Planning is a management tool that guarantees the effectiveness, efficiency and success of management, since this process considers all those situations present in the environment, which exert a positive or negative influence on the organization. This doctoral inquiry has as its general objective to propose a theoretical construct of institutional strategic planning in the field of public administration of the Guárico state with a national or supranational projection. The methodological journey was framed in the first instance in the positivist paradigm, quantitative approach, hypothetical deductive method, and later it is complemented with the post-positivist paradigm under the qualitative approach, non-experimental design, field modality, the population consisted of eighty (80) workers and the sample represented by twenty (20) workers of the public administration of the state of Guárico. The collection of quantitative data was done through the survey technique and the questionnaire instrument with dichotomous questions YES / NO, the validity through expert judgment and the reliability was applied to the Richardson Kuder formula, these data were analyzed through descriptive statistics, represented in tables and graphs, as for the qualitative data, the semi-structured interview was used with three (3) subjects and analyzed through the processes of categorization, structuring, contracting and triangulation to generate the theoretical construct. Public administration management must have certain abilities and skills that allow them to grasp reality and interpret the positive or negative situation of the environment in order to make the best decision.
