Pensamiento Estratégico como un Proceso Formativo Emergente y Dinámico para la Capacitación de la Gerencia Pública Venezolana

Abstract

Se desarrolló una investigación para generar una propuesta de plan estratégico, sustentado en la relevancia del pensamiento estratégico como proceso formativo emergente para capacitar la gerencia pública venezolana, teniendo como caso de estudio la farmacia del ambulatorio “Dr. Luis Richard Díaz”, ubicado en La Victoria, estado Aragua. La inquietud de conducir esta investigación surge a raíz de constatar el funcionamiento operativo de la farmacia de dicho ambulatorio, vista su función de proporcionar servicio sanitario a los pacientes ofreciéndoles orientación médica y dispensándole medicamentos. La teoría de sustento recae en los aportes de Fretty y Fayol relativas al manejo y control de inventarios en las organizaciones. La metodología aplicó un caso de estudio en el departamento de control de inventario de materiales y suministro de la farmacia del ambulatorio asumiendo una postura cuantitativa, siguiendo los postulados del paradigma positivista sobre una población de 15 personas aplicando un cuestionario de tipo dicotómico a través de una encuesta semiestructurada. Los datos fueron analizados siguiendo la estadística descriptiva para posteriormente, desarrollar el análisis, planificación y organización del caso de estudio a objeto de sugerir una serie de lineamientos dirigidos a lograr una mayor coordinación y funcionamiento eficiente del servicio de farmacia. Los resultados evidencian la necesidad de implementar mecanismos de control de suministros donde se refleje el flujo de entradas y salidas a fin de conocer la existencia real del producto disponible. Finalmente, como conclusión se resalta la importancia de fomentar los postulados del pensamiento estratégico y su impacto en la gerencia pública venezolana.

Research developed to generate a proposal for a strategic plan, based on the relevance of strategic thinking as an emerging training process to train Venezuelan public management, having as a case study the pharmacy of the "Dr. Luis Richard Díaz" outpatient clinic, located in La Victoria, Aragua state. The concern to conduct this research arises as a result of verifying the operational functioning of the pharmacy of this outpatient clinic, given its function of providing health service to patients by offering them medical guidance and dispensing medicines. The theory of support lies in the contributions of Fretty and Fayol related to the management and control of investors in organizations. The methodology applied a case study in the inventory control department of materials and supply of the outpatient clinic pharmacy, assuming a quantitative position, following the postulates of the positivist paradigm on a population of 15 people by applying a dichotomous questionnaire through a semi-structured survey. The data were analyzed following descriptive statistics to later develop the analysis, planning and organization of the case study in order to suggest a series of guidelines aimed at achieving greater coordination and efficient operation of the pharmacy service. The results show the need to implement supply control mechanisms where the flow of inputs and outputs is reflected in order to know the real existence of the available product. Finally, as a conclusion, the importance of promoting the postulates of strategic thinking and its impact on Venezuelan public management is highlighted.
