EVOLUCIÓN DE LA ECONOMÍA INTERNACIONAL E IMPACTOS PARA ECUADOR EN 2017

Abstract

La economía internacional en el 2017 se caracteriza por la incertidumbre, va transcurriendo el año en un contexto complejo que no permite vislumbrar con nitidez los riesgos e imprevistos futuros. No son pocos los diversos los factores, y mega tendencias, que sobre este escenario actúan, y cuya recopilación, análisis y síntesis son el objeto de estudio de esta ponencia. La metodología aplicada ha sido la propia de la investigación científica de las ciencias sociales, sistematizando la mayor cantidad de información factual de diversas fuentes, ordenando las mismas de acuerdo con los conceptos más comúnmente aceptados por la ciencia económica, de modo de poder hacer inferencias de su significado. Para ello, se ha procesado información con fines de interpretación, de la coyuntura de los principales países de la Economía Internacional: Estados Unidos, la Unión Europea, Japón y China, así como el desempeño de América Latina. Por otra parte, se actualizan los acontecimientos más importantes de las relaciones económicas internacionales. En especial, la evolución del sistema comercial internacional de bienes y servicios, incluidas las negociaciones en el marco de la OMC y la evolución de los flujos financieros internacionales. Con esta información de referencia y habida cuenta de las principales transacciones internacionales, a través de la cuales Ecuador se inserta en la economía internacional, se evalúan los impactos para el comercio de bienes, el turismo, las remesas, la inversión extranjera directa y en cartera, el acceso a préstamos, y la emisión de bonos internacionales, todos ellos con repercusión en la balanza de pagos del país, por lo que los resultados de este trabajo se enmarcan en la apreciación del alcance e impacto que las mismas presumiblemente tengan. En las conclusiones se considera que el impacto de estas tendencias puede ser mixto, en tanto se evidencian amenazas y oportunidades, lo que permite arrojar luces sobre qué sería conveniente y oportuno hacer en este nuevo escenario.

The international economy in 2017 is characterized by uncertainty, the year goes by in a complex context that does not allow a clear glimpse of future risks and unforeseen events. There are many factors and mega trends that act on this scenario, and whose compilation, analysis and synthesis are the object of study of this paper. The applied methodology has been the one of the scientific investigation of the social sciences, systematizing the greater quantity of factual information of diverse sources, ordering the same ones according to the concepts most commonly accepted by the economic science, in order to be able to make inferences of its meaning. To this end, information has been processed for interpretation purposes, from the conjuncture of the main countries of the International Economy: The United States, the European Union, Japan and China as well as the performance of Latin America. On the other hand, the most important events of the international economic relations are updated. In particular, the evolution of the international trading system of goods and services, including negotiations within the framework of the WTO and the evolution of international financial flows. With this reference information and taking into account the main international transactions, through which Ecuador is inserted in the international economy, the impacts are evaluated for trade in goods, tourism, remittances, foreign direct investment and portfolio, access to loans and the issuance of international bonds, all of them with repercussions on the country’s balance of payments. There fore, the results of this work are framed in the appreciation of the scope and impact they presumably have. In the conclusions, it is considered that the impact of these tendencies can be mixed, as threats and opportunities are evident, which allows us to shed light on what would be convenient and timely to do in this new scenario.
