ENFOQUE CONTEXTUALIZADO DE LA ADMINISTRACION PÚBLICA VENEZOLANA, LA GERENCIA Y SU RESPONSABILIDAD SOCIAL INTERNA

Abstract

El objetivo del artículo es describir desde un enfoque contextualizado la administración pública venezolana, la gerencia y su responsabilidad Social Interna. La metódica, responde a una investigación documental a partir de una revisión bibliográfica de fuentes primarias y secundarias. Se busca desde la perspectiva de observar la administración pública en su interior, considerando los elementos políticos-partidistas que confluyen en un determinado comportamiento ineficiente e ineficaz y sin generar valor agregado al recurso humano en función de consolidar el desempeño de la gestión pública. Se realizó un análisis de contenido y una revisión teórica de los enfoques de los autores seleccionados como son: Drucker P. (2002), Rosenbaum B. (1992), Janssens A. (2010) entre otros. La investigación consta de tres partes: Primero: expresa la importancia sobre la administración pública en el contexto de la República Bolivariana de Venezuela. En segundo lugar: se aborda la gerencia en la administración pública venezolana, para una breve descripción de cómo se presenta esta temática en este contexto. Tercero: La responsabilidad social interna en la Administración Publica venezolana. Reflexionando sobre escasa importancia sobre la capacidad que tiene la responsabilidad social organizacional interna, como estrategia hacia a un cambio de mentalidad y un comportamiento ético que, a lo largo del tiempo y espacio, permita beneficiar a la sociedad y su entorno. Todo como consecuencia del pensamiento políticopartidista insertado como único fin dentro del pensamiento gerencial de la administración pública venezolana.

The objective of the article is to describe, from a contextualized perspective, the Venezuelan public administration, the management and its Internal Social responsibility. The methodical one, responds to a documentary investigation from a bibliographical revision of primary and secondary sources. It seeks from the perspective of observing the public administration in its interior, considering the political-party elements that converge in a determined inefficient and ineffective behavior and without generating added value to the human resource in function of consolidating the performance of public management. A content analysis and a theoretical review of the approaches of the selected authors were performed: Drucker P. (2002), Rosenbaum B. (1992), Janssens A. (2010) among others. The research consists of three parts: First: it expresses the importance of public administration in the context of the Bolivarian Republic of Venezuela. Secondly, it addresses management in the Venezuelan public administration, for a brief description of how this issue is presented in this context. Third: Internal social responsibility in the Venezuelan Public Administration. Reflecting on the lack of importance of internal organizational social responsibility, as a strategy towards a change of mentality and ethical behavior that, over time and space, allows society and its environment to benefit. All as a consequence of political-partisan thinking inserted as the only purpose within the managerial thinking of the Venezuelan public admnistration.
