LA CORRUPCIÓN EN LA REPÚBLICA BOLIVARIANA DE VENEZUELA Y SU RELACIÓN CON LA GERENCIA PÚBLICA Y LA IMAGEN INSTITUCIONAL BAJO EL ENFOQUE DE LA TRANSCOMPLEJIDAD

Abstract

El propósito es presentar un breve análisis acerca de la corrupción en la República Bolivariana de Venezuela y su relación con la gerencia pública y la imagen institucional bajo el enfoque de la transcomplejidad, explicitada en la literatura por diversos autores. Considerándose de relevancia para el estudio de este enfoque gerencial en la Administración Pública Venezolana y para la conformación del tejido teórico-reticular, desde la perspectiva transcompleja. El método utilizado consistió en una revisión bibliográfica de diferentes normas legales de orden internacional y de derecho interno y posiciones de la doctrina en torno a este tema, lo cual permitió concluir que la corrupción sí incide en el grado de confianza que los ciudadanos tienen en la gerencia pública venezolana, en consecuencia afecta directamente la imagen institucional del gobierno, sin embargo, la crisis económica y el deterioro de la situación política tendrían también incidencia en la desconfianza hacia las instituciones.

The purpose is to present a brief analysis about corruption in the Bolivarian Republic of Venezuela and its relationship with public management and institutional image under the approach of transcomplexity, explicit in the literature by various authors. Considering relevance for the study of this managerial approach in the Venezuelan Public Administration and for the conformation of the theoretical-reticular tissue, from the transcomplex perspective. The method used consisted of a bibliographical revision of different legal norms of international order and of internal law and positions of the doctrine around this subject, which allowed to conclude that the corruption does affect in the degree of confidence that the citizens have in the Venezuelan public management, therefore directly affects the institutional image of the government, however, the economic crisis and the deterioration of the political situation would also have an impact on distrust of institutions.
