dc.description.abstractLa gestión pública enfrenta importantes retos que han obligado a replantear sus modelos de gobierno. El impulso de la tecnología y la innovación, la creciente interrelación e interconexión entre personas y organizaciones, la posibilidad de disponer y transmitir mayor cantidad de información en tiempo real, entre otros, son factores que han generado ciudadanos empoderados, más activos e involucrados en los asuntos públicos. En sintonía con los Objetivos de Desarrollo Sostenible de la Agenda 2030 de la ONU, surge un paradigma que cambia la relación entre los gobiernos y los ciudadanos: el gobierno abierto. Basado en los pilares de transparencia, participación, colaboración, innovación y tecnología, el gobierno abierto sitúa al ciudadano en el centro de todo su accionar, propiciando su satisfacción y calidad de vida mediante espacios de co-creación y co-producción de servicios públicos cada vez más adaptados a sus demandas y las del entorno. Este trabajo identifica como la innovación y el buen uso de las herramientas tecnológicas en entornos de gobierno abierto, favorecen la calidad de los servicios públicos y la satisfacción ciudadana, verificando experiencias exitosas de corresponsabilidad ciudadana en la producción y prestación de servicios, así como el aprovechamiento de las tecnologías para estos fines, mejorando notablemente la calidad de vida de las personas y la calidad de la gestión de los gobiernos. Por otra parte, se reflexiona sobre el rol activo de los ciudadanos y los retos que los gobiernos deben asumir para el cumplimiento de sus objetivos de desarrollo, tarea pendiente pero no imposible para Venezuela.en_US
dc.description.abstractPublic management is facing important challenges that have forced to reconsider its government models. The rise of technology and innovation, the growing interrelation and interconnection between people and organizations, the possibility to provide and transmit more information in real time, among others, are factors that have developed empowerment citizens, and also more active and involved in public affairs. According to UN´s 2030 Agenda for Sustainable Development, a paradigm has emerged and has changed the relationship between governments and citizens, this is: open government. Open government is based on the principles of transparency, participation, collaboration, innovation and technology. Citizens are the center of all its action, fostering its satisfaction and life quality by means of spaces for public services co-creation and co-production increasingly adapted to its own demands and context. This research identifies how innovation and a good use of technology tools in open government contexts, support quality of public services and citizen satisfaction, verifying successful experiences of citizen co-responsibility in production and provision of public services, as well as use of technologies for these purposes, improving considerably people quality life and government quality management. Otherwise, it is a reflexion about active rol of the citizen and the challenges that governments have to assume to achieve their developments goals, a pending but not impossible task for Venezuela.en_US
